I pasted in Downloads folder, but the skin isn't avaiable to me.

This could help others, but not me...
I put the file in the right place, but it didn't work.
I have other skins that work, but this one specifically does not.
The other skins have an install patch, does not that need a patch as well?

because I'm not the author of that mod and don't have the Sims 2 installed any more I unfortunately can't help you with any further advise. Sorry dude.
